The Auckland Custodial Unit is the first purpose-built New Zealand Police facility to be constructed within the secure line of a Corrections’ facility.

The project included an internal fit-out designed to facilitate a smoother process for managing detainees through police holding cells.

The new facility allows for a simpler transition for Remand prisoners who can be simply escorted down a corridor to the Prison instead of being transported from the CBD to Mt Eden Prison.

This project utilized an Early Contractor Involvement form of engagement and was completed in two stages:

Stage 1 included external works such as civils, drainage, hard landscaping, construction of two new bail chutes and the installation of new security gates

Stage 2 comprised the remainder of the contract works including demolition of the existing rooms, installation of 35 secure cells, a new staff base, and the addition to the building structure of a new sally port.

RDT Pacific provided Business Case development, Project and Cost Management/Quantity Surveying services for this project which presented the following challenges:

  • The ACU is in an existing building which is adjacent to MECF’s Audio Visual Link (AVL) unit. The AVL unit is used by Remand prisoners and their lawyers to attend court hearings remotely. The AVL had to remain in use during construction and limited noisy construction works to 3 hours a day.
  • The existing building condition was not up to Building Code requirements and required a passive fire upgrade that had not been allowed for.
  • A variance in the existing concrete floor level created a structural issue when it was revealed that re-leveling would be required.

RDT Pacific successfully delivered the Business Case for this project and provided effective solutions for problems as they arose translating into an outstanding result for New Zealand Police.
